GHOULiani's irrational conduct was conspicuous before these issues. The New York Daily News & Jimmy Breslin wrote about it extensively. Don't put him on an undeserved pedestal. He presided over the bogus 'BROKEN WINDOWS' scam in which minor offenders were ARRESTED. Jay Walkers and Turn Style Jumpers were arrested, mandating BODY CAVITY searches. Ghouliani left office with stacks of lawsuits as a consequence. He prosecuted 'organized crime' and made his reputation, ignored the RUSSIAN MAFIA.
