If you've listened to Donald Trump in recent weeks, you would start to think that the United States is going to war with Venezuela. He's authorizing strikes on civilian boats, amassing troops and warships, and even threatening a full aerial blockade over Venezuela — something that would be considered an act of war under international law. And not only is Trump trying to start another war, he's doing so while pretending he's above the law. The constitution gives Congress—and only Congress—the authority to declare war.
