The Affordability Crisis Is Real: Housing, Insurance, Childcare, Transportation, and Opportunity Where Kimberly Overman Stands on Affordable Housing, Cost of Living, and Economic Opportunity Kimberly Overman for Congress Aug 13 Working families, renters, homeowners, seniors, small business owners, young adults, caregivers, veterans, teachers, healthcare workers, first responders, and residents facing rising housing, insurance, healthcare, childcare, transportation, grocery, utility, and everyday living costs often ask candidates where they stand on housing affordability, renter protections, homeowners insurance, wages, childcare, transportation costs, small business opportunity, workforce housing, transit choice, and economic mobility. Voters deserve the same transparency. Here is where I stand. Why This Matters The rising cost of living is one of the most urgent issues facing families in FL-12. Housing, insurance, healthcare, childcare, transportation, wages, and retirement security are connected. When one cost spikes, families have less room to breathe everywhere else. People are working hard, doing the right things, earning paychecks, raising families, supporting local businesses, and contributing to their communities, yet many feel like they are falling behind. Economic opportunity means more than having a job. It means having a realistic path to financial security, homeownership, family stability, retirement savings, and the ability to remain in the community you love. Why This Matters to Me As a retired Certified Financial Planner, small business owner, former Hillsborough County Commissioner, grandmother, and parent raising my grandson, I have spent much of my life helping people navigate financial decisions, housing costs, retirement planning, caregiving responsibilities, and long-term security. I understand family budgets. I understand how housing costs, healthcare costs, insurance premiums, childcare expenses, transportation costs, and wages interact. I also understand how quickly rising costs can place families in difficult situations even when they are doing everything right. Those experiences shape how I approach public policy. Affordability is not abstract. It is groceries, rent, insurance, prescriptions, childcare, transportation, and the ability to plan for the future. My Record As Hillsborough County Commissioner, I chaired the Affordable Housing Advisory Board, chaired the Housing Finance Authority, helped lead budget decisions, and passed the Tenant Bill of Rights. I also bring more than three decades of experience as a Certified Financial Planner and small business owner helping families navigate financial decisions and plan for stability. That professional and public-service experience gives me a practical perspective on how public policy affects household budgets. My Position I support expanding housing supply, strengthening renter protections, addressing homeowners insurance pressures, raising wages, supporting pay equity, expanding paid family leave, investing in affordable childcare, expanding workforce training, supporting small businesses, improving transportation connections, evaluating transit investments and commuter options, and ensuring public dollars deliver public benefit. Housing policy should support both long-term growth and affordability. Economic opportunity should not be reserved only for those who already have wealth. Every family deserves a fair chance to build stability and plan for the future. Housing Affordability and Workforce Housing One of the greatest affordability challenges facing FL-12 is housing. Teachers, nurses, healthcare workers, first responders, hospitality workers, service workers, construction workers, veterans, seniors, and young families increasingly struggle to find housing they can afford near where they work. Workforce housing is not a niche issue. It is an economic issue, a transportation issue, a quality-of-life issue, and a workforce development issue. Communities function best when people can live near their jobs, schools, healthcare providers, childcare providers, support systems, transit corridors, and the places where they serve their neighbors. When housing is unaffordable, workers commute farther, small businesses struggle to recruit and retain employees, families have less time together, roads become more congested, and local economies become less resilient. Homeowners Insurance and Rising Costs Many Florida families are facing significant financial pressure from rising homeowners insurance and property insurance premiums. For homeowners, insurance costs can be just as significant as mortgage payments. For retirees, insurance increases can threaten financial stability and retirement planning. For prospective homebuyers, insurance costs can become an additional barrier to achieving homeownership. Any serious affordability conversation in Florida must include insurance affordability, market stability, consumer protections, resilience investments, transparency, and strategies that help reduce long-term risk. Policy Solutions for Housing and Insurance Affordability I support a practical, evidence-based approach to housing affordability that includes expanding housing supply, supporting workforce housing, reducing unnecessary barriers to responsible housing production, encouraging mixed-income housing, protecting renters from predatory practices, supporting first-time homebuyers, and making sure public investments deliver public benefit. Housing solutions should include infrastructure planning, transportation connections, resilient construction, redevelopment where appropriate, transit-oriented development where it fits community needs, and collaboration with local governments, nonprofits, builders, employers, labor organizations, and community stakeholders. On insurance affordability, I support stronger consumer protections, transparency in rate-setting, investment in resilience and mitigation, accountability for insurers, stronger oversight of market practices, and federal support that helps reduce long-term disaster risk while protecting homeowners and taxpayers. Insurance affordability and climate resilience are connected. When communities invest in stronger infrastructure, stormwater systems, resilient homes, and risk reduction, families can be better protected and long-term costs can be reduced. The goal should be simple: more homes people can afford, safer and more resilient communities, better consumer protection, and a housing market that works for families, workers, seniors, and small businesses. Policy Solutions for Childcare Affordability Childcare affordability is an economic issue. Parents and caregivers cannot fully participate in the workforce when care is unavailable, unaffordable, or unreliable. I support expanding access to affordable childcare, investing in early childhood education, strengthening childcare workforce development, helping providers stay open and sustainable, supporting paid family leave, and encouraging employer-supported childcare options where appropriate. Childcare policy should support parents, children, providers, and employers. When families have access to safe, reliable, affordable care, parents can work, children can thrive, employers can retain workers, and communities become stronger. Affordable childcare is also workforce infrastructure. It helps parents return to work, continue their education, accept promotions, complete training programs, and build long-term financial stability. Photo by BBC Creative on Unsplash Transportation Costs and Commute Burdens in FL-12 Transportation costs are a major part of the affordability conversation in Pasco and Hillsborough Counties because housing affordability and transportation affordability are connected. When workers cannot afford to live near their jobs, they often travel farther each day. Longer commutes increase fuel costs, vehicle maintenance, insurance expenses, tolls, and time away from family. For many households, the cost of commuting can erase the savings from living farther away. Transportation costs also affect workforce recruitment. A job opportunity becomes less realistic when the commute is too expensive, too long, or unreliable. Employers feel that burden when they struggle to recruit and retain workers. A serious affordability agenda must consider housing, jobs, transit options, road infrastructure, childcare locations, transportation costs, and transportation choice together. Transportation Infrastructure, Transit Investments, and Alternatives to Car-Centric Development Transportation infrastructure is an affordability issue. A transportation system that requires every household to rely entirely on one or more personal vehicles can create significant financial burdens through fuel, insurance, maintenance, repairs, registration, parking, and vehicle replacement costs. Roads will always matter in FL-12, but transportation planning should not focus only on moving more cars. Communities benefit when residents have practical alternatives that help them safely and efficiently reach jobs, schools, healthcare providers, childcare centers, shopping areas, and community services. I support strategic investments in transportation infrastructure that improve safety, reduce congestion, support workforce mobility, strengthen evacuation and emergency response routes, and expand practical transportation choices. That includes stronger bus service, better park-and-ride connections, safer sidewalks and crosswalks, bicycle and pedestrian improvements where appropriate, and transit investments that connect people to jobs and services. I also support serious evaluation of commuter rail options where existing rail corridors, public benefit, cost effectiveness, freight operations, safety, and community needs make sense. Regional planning materials have identified CSX-owned freight rail corridors through Tampa and noted that CSX lines connect major job clusters including Downtown, the USF area, and Brandon. Those kinds of existing corridors should be evaluated carefully rather than dismissed out of hand. Transit-oriented development policies can also be part of a broader affordability strategy when they are designed well. That means allowing more housing near reliable transportation, supporting mixed-use development near job centers and transit corridors, preserving affordability, improving pedestrian safety, and coordinating housing, childcare, workforce development, and transportation planning. Detailed FL-12 Transit Investment Examples Bus service improvements could include better frequency on high-demand corridors, more reliable connections between residential communities and job centers, expanded park-and-ride options, improved connections to healthcare facilities and colleges, and service planning that helps workers reach early morning, evening, and weekend jobs. Transit-oriented development policies could encourage mixed-income housing near reliable bus corridors, employment centers, healthcare institutions, colleges, and future transit nodes so families are not forced to choose between an affordable home and an unaffordable commute. Commuter rail or regional rail options should be evaluated where existing rail infrastructure and public benefit make them practical. Such evaluation should consider shared-use possibilities, freight operations, station access, surrounding land use, safety, cost, ridership, and whether service would connect workers to major employment areas. Existing rail corridors should be studied as part of the region’s long-term transportation future, especially where they could connect residential communities with major job centers without requiring every improvement to come from widening roads or lengthening commutes. Improved sidewalks, road crossings, bus stops, lighting, and first-mile/last-mile connections matter because transit only works when people can safely get to and from it. Summary of Transportation Policy Impact on FL-12 Families Transportation policy affects family budgets every month. When families must own and maintain multiple vehicles because there are no practical alternatives, transportation becomes one of the largest costs after housing. Transportation policy affects workforce access. Workers may turn down jobs, training, or promotions if the commute is too expensive, too long, or too unreliable. Transportation policy affects childcare. Parents often travel between home, work, school, and childcare providers, and each additional trip increases time pressure and transportation costs. Transportation policy affects small businesses. Employers have a harder time recruiting workers when employees cannot afford housing nearby and cannot rely on practical transportation options. Transportation policy affects seniors, people with disabilities, young adults, students, and veterans who may not be able to drive or may not be able to afford the full cost of car ownership. Transportation policy affects resilience. Better connections, safer roads, evacuation routes, and multimodal options strengthen communities during everyday commutes and emergencies. Transportation policy is not separate from affordability. It is part of whether families can afford to live, work, learn, receive care, and build a future in FL-12. Summary of Key FL-12 Transportation Cost Concerns Many FL-12 residents face longer commutes because affordable housing is not always available near job centers, schools, healthcare facilities, childcare providers, and small business corridors. Families are paying more for fuel, vehicle repairs, insurance, tolls, and the hidden cost of time spent commuting instead of caring for family, studying, volunteering, or resting. Workers in essential sectors, including education, healthcare, hospitality, construction, public safety, and service industries, may have to live farther from work because housing near employment centers is unaffordable. Transportation burdens can limit economic opportunity because some workers cannot accept jobs, training, or promotions if the commute is too expensive or unreliable. Transportation planning, housing planning, childcare access, workforce development, transit investment, and economic development should be connected so families are not forced to choose between an affordable home and an affordable commute. Economic Opportunity and Workforce Development Economic opportunity depends on having access to education, workforce training, apprenticeships, transportation, childcare, housing, healthcare, and pathways to advancement. I support investments in workforce development, apprenticeships, career education, small business growth, entrepreneurship, and policies that help workers gain the skills needed to succeed in a changing economy. A growing economy should create opportunity for everyone, not just for those already at the top. Healthcare Costs, Childcare Costs, Transportation Costs, and Family Budgets Housing is often the largest expense a family faces, but it is not the only one. Families also navigate healthcare costs, prescription drug costs, childcare expenses, transportation costs, insurance premiums, groceries, utilities, and educational costs. These costs do not exist separately. They compete for the same household budget. When healthcare becomes more affordable, families gain flexibility. When childcare becomes more affordable, parents can participate in the workforce. When transportation costs are more manageable, workers can access opportunity. When housing becomes more affordable, families can save for retirement, education, emergencies, and homeownership. A complete affordability agenda must look at the whole household budget, not just one line item. What Voters in FL-12 Are Experiencing Throughout Pasco and Hillsborough Counties, residents regularly express concerns about rising costs and economic uncertainty. Young adults worry that homeownership is moving further out of reach. Families worry about rising rents and insurance premiums. Parents worry about childcare costs and availability. Seniors worry about fixed incomes keeping pace with everyday expenses. Workers worry that housing costs are rising faster than wages. Employers worry that potential employees cannot afford to live near available jobs. These concerns are interconnected. A housing affordability problem becomes a workforce problem. An insurance affordability problem becomes a retirement security problem. A childcare affordability problem becomes a workforce participation problem. A transportation affordability problem becomes an access-to-opportunity problem. A healthcare affordability problem becomes a family budget problem. Detailed FL-12 Affordability Examples A teacher may work in a community they can no longer afford to live in, forcing a longer commute and making it harder for schools to retain experienced educators. A nurse or healthcare worker may have to live farther away from a hospital, clinic, or long-term care facility because housing near work has become too expensive. A first responder may struggle to purchase a home in the community they serve, even while providing essential public safety services. A young family may delay homeownership because home prices, insurance premiums, interest rates, childcare costs, transportation costs, and student loan payments all collide at the same time. A parent may have to reduce hours, leave the workforce, or turn down training because childcare is unavailable or too expensive. A retiree may face financial stress because rising homeowners insurance costs consume a growing share of a fixed income. A small business may struggle to recruit employees because workers cannot find affordable housing nearby or cannot afford the commute. A construction project may be delayed because labor shortages and housing costs make it harder to recruit and retain skilled workers. A healthcare provider may have difficulty hiring staff because potential employees cannot afford housing in the area or face long, expensive commutes. A service worker may spend more time and money commuting because rents near jobs have become unaffordable. These are not separate issues. Housing costs affect workforce recruitment, economic growth, transportation, healthcare access, school staffing, public safety, childcare access, and overall quality of life. Evidence-Based Affordability Solutions Just as healthcare policies, education policies, retirement security policies, immigration policies, transportation policies, and election laws should be evaluated using evidence, measurable outcomes, accountability, and long-term effectiveness, affordability policies should also be evaluated based on facts and results. Good affordability policy should be measured by whether it expands housing availability, improves housing affordability, supports workforce participation, reduces financial burdens, strengthens economic mobility, encourages sustainable growth, improves resilience, protects consumers, lowers transportation burdens, expands practical transportation choices, improves childcare access, and improves quality of life. Policy should be driven by results rather than ideology. The goal is not slogans. The goal is helping families live with dignity, stability, and opportunity. Housing, Childcare, Transportation, Transit Choice, Workforce Development, and Economic Security Housing policy does not operate in isolation. Affordable housing, healthcare affordability, educational opportunity, childcare access, workforce development, transportation access, transit choice, retirement security, and wage growth are deeply connected. Communities thrive when families can afford to live where they work, parents can access childcare, workers can get to jobs and training, businesses can recruit employees, and retirees can remain financially secure. Economic security depends upon addressing these issues together rather than separately. Economic Opportunity for All Communities Economic policy must reach communities that have historically been excluded from opportunity. That means expanding access to capital, workforce training, healthcare, transportation, affordable housing, education, childcare, and small business support in every community. Opportunity should not depend on ZIP code, family wealth, or whether someone can absorb the rising costs of housing, insurance, childcare, transportation, and healthcare. Government should help remove barriers that keep people from building stable lives. How I Would Lead in Congress I will support policies that expand housing opportunities, improve affordability, strengthen workforce development, support small businesses, reduce unnecessary barriers to housing production, improve economic mobility, protect consumers, address insurance affordability, expand childcare affordability, reduce transportation burdens, invest in transportation infrastructure, evaluate transit and commuter options, and make government more responsive to the needs of working families. I will support evidence-based solutions focused on measurable improvements in affordability, opportunity, mobility, resilience, and financial security. I will continue listening to the people directly affected by these challenges because those experiences should shape policy decisions. Invest in the Future by Donating Why This Matters in FL-12 Families in Pasco and Hillsborough Counties deserve a representative who understands that affordability affects every aspect of daily life. Housing costs, insurance rates, healthcare expenses, childcare expenses, transportation costs, wages, and retirement security are all connected. People should be able to work hard, support their families, build financial security, and remain in the communities they love. Florida’s 12th Congressional District deserves a representative who understands our communities because she has lived, worked, and served here. The challenges facing families in Pasco and Hillsborough Counties are not abstract policy debates. They are the rising cost of living, the affordability of healthcare, the security of Social Security and Medicare, the strength of our local economy, and the opportunities available to the next generation. I am running for Congress because I believe effective government can help solve these challenges when leaders are willing to listen, work across differences, and focus on results. That’s the leadership I have provided throughout my public service, and it’s the leadership I will bring to Washington. Leadership Matters.
