Trump’s Budget Director, Russell Vought, is taking away billions of dollars from the states that Congress already lawfully approved. It's time to take it back.

Vought is a principal architect of Project 2025, the blueprint for seizing executive power by dismantling democratic institutions. One of its primary strategies is to withhold funds previously approved by Congress -- illegally weaponizing the federal budget itself. He is now executing that plan exactly, dollar by dollar.

The theft is massive and targeted. Vought has frozen $2.1 billion for Chicago's CTA transit modernization, $18 billion for New York's Gateway Tunnel and Second Avenue Subway, and over $22 billion for California infrastructure and social services. Nearly $8 billion in clean energy grants has been canceled across 16 states -- with California, Colorado, Illinois, Minnesota, and New York now suing to get their money back.

The Constitution is explicit: Congress alone has the authority to determine federal spending. This is not a policy dispute. Blocking lawfully appropriated funds is a direct assault on the separation of powers -- constitutional sabotage, carried out by a man who actually put in writing exactly what he intended to do.

Project 2025 calls explicitly for unilateral presidential control over federal spending, bypassing Congress entirely. Vought is executing that vision with precision -- using the Office of Management and Budget not to manage finances, but to override the legislature and punish programs this administration dislikes. We have seen that sustained public pressure works. When the outcry against DHS Secretary Kristi Noem became overwhelming, Trump fired her before impeachment could advance. That pressure worked then -- and it can work again now.
